Exta meat on skin

I don't know how to say this, I can't help notice there is an extra meat on my body. It usually appeared under the arm pit but now it is near my neck. I can see it and feel it, it cannot be remove if I pull it I can feel the pain.

OMG! I don't know what is that and what it is.

Have anyone got such experienced?
